I use my Canon digital camera to grab some 80 or more AVI clips at a time, whilst underwater.
Using VEM I edit out the rubbish, and try to create a stream of the best shots. I usually choose "MPEG DVD2 for PAL" to Create Movie.( seems better than AVI) As I then re-use the created movie in other applications to add many other effects, audio blending etc., and DVD authoring, is this the very best quality I can choose? I understand that I can not (normally) improve on the original filmed AVI, but would altering the frame-rate have any improvement in the final viewing quality at all? Thanks for any suggestions. (Size is not a problem as the final DVD's are usually many Gigabytes in size)

For DVD authoring, MPEG 2 DVD is probably your best choice.
A digital camera recording in AVI mode does not produce high-resolution video. Since MPEG 2 for PAL is of a higher resolution than the original, all your data will be preserved.
Lowering the frame rate will produce a "jerkier" motion. High frame rates look smoother, especially when there is fast motion.
