Blurry Images In jpg Capture Options

I have a USB Web Cam monitoring a hallway, when viewing the on-screen video, the images appear sharp and clear, but when I look at snapshot .jpg (motion detect) the subject is motion blured (this is NOT a focus issue). On a regular camera, I'd say that the shutter speed was to slow.

Is there a way to control "shutter speed"?

The equivalent of shutter speed for a webcam is the frame rate. You can increase the frame rate by clicking the File menu and choosing Video Properties.
